AMI Healthcare, an international healthcare services provider of hospital operations and management, is expanding its healthcare operations into Asia.

AMI Healthcare is engaged in the commissioning phase of a new multi-specialty clinic in Guangdong province, China. The medical center will have seven (7) stories with a total of 13,000 sqm of clinical space and be equipped with state of the art technology to provide advanced diagnostic and treatment. More than 50 medical specialties including day surgery will be offered in an outpatient environment. It will be one of the few international clinics that also has specialty centers for Diabetes, Endocrinology, Gastroenterology, Hepatology, Women’s Health and Oncology. The building is already constructed, and design and construction are expected to be completed within the next 9-12 months. 

SUMMARY
Seeking a Supply Chain Manager (SCM) for the commissioning phase and subsequent operation of the Medical Center. The SCM is responsible for managing and continuously improving supply chain operations within the facility. This position works under the supervision of the Director of Materials Management. This role requires relocation.‚Äč

DUTIES & RESPONSIBILITIES
  • To lead, plan, organize, and direct Supply Chain Management functions and activities for the medical center
  • To develop goals, objectives, and establishing standards of performance and productivity for the department. This position makes independent decisions and implements changes as needed to improve services and ensures effectiveness and efficiencies across all Supply Chain functions locally
  • To oversee the processes and operational areas of procurement that include local supply contracting, supply conversions, distribution (Just-in-time), product selection and inventory control
  • To drive contract compliance by utilizing Group Purchasing Organization to source product inquiries to maintain contract compliance and standardization initiatives
  • To actively seeks ways to control costs without compromising patient safety as well as quality of care and services delivered
  • To ensure overall cost reduction and enterprise wide cost savings based on predefined enterprise strategic goals and performance metrics
  • To select, orientate, train, schedule, assign, direct and supervise departmental personnel. The SCM is responsible for evaluating work performance and initiates or recommend personnel actions such as merit increased, promotions, demotions, transfers, disciplinary action, and/or termination
  • To lead and manage the activities and personnel engaged in furnishing supplies, equipment and services, to all departments of the medical center in the most efficient and cost-effective manner to ensure uninterrupted patient care
  • To communicate all product, service and capital equipment conversion activities and associated value analysis committee deliberations to appropriate facility constituencies (physicians, clinicians, department heads, etc.) as necessary to support product & equipment conversions
  • To supervise the distribution of supplies from receiving and central stores locations to all internal and external (off-site) consuming locations
  • To maintain operational procedures and budgets, engages in cost analyses, inventory management, and process improvement while ensuring high level customer service to facility departments
  • To ensure accurate tracking of supply data such as back orders, manufacturer numbers, expiration dates, product recalls, lot numbers, etc. as needed
  • To act as an advisor/resource to all departments regarding sourcing options for goods, services and capital equipment
  • To serve as a liaison for all facility-specific vendor management issues
  • To assist with management of facility contracts for consumable goods, purchased services and capital equipment while working with the appropriate GPO Service Line Director or Contracting person
  • To enforce client procurement, materials and finance policies and procedures in support of internal controls
  • To be responsible for bi weekly payroll function and reporting
  • To represent the Materials Management department on various hospital committees
  • To perform all duties with a focus on integrity, quality, and cost effectiveness
  • To perform other duties as assigned

QUALIFICATIONS, EXPERIENCE & SKILLS
  • B.Sc. in Business or related field. Master’s degree preferred but not required
  • Certified Materials and Resource Professional (CMRP) OR Certified Purchasing Manager (CPM) OR Certified Purchasing Associate (CPA) (preferred)
  • Must have at least five (5) years’ experience in Supply Chain Management / Procurement including management experience supervising staff and daily operations in a hospital or healthcare setting
  • Must have knowledge of medical supplies
  • Must have knowledge of key activities within the supply chain organization including Purchasing, Inventory Management, Contracting, Logistics, A/P Finance, and Value Analysis preferred
  • Must be able to collaborate with administrators, physicians and clinicians
  • Must have be detail orientated and proficient in MS Office
  • Must have advanced technical skills and knowledge of current healthcare supply chain information systems
  • Must have strong communication and interpersonal skills (including verbal and written) in a collaborative environment, where knowledge sharing, and team building are critical
  • Bilingual speakers of English and Mandarin is highly desired
  • Must be willing to travel as needed (domestic and international)


COMPENSATION
  • The compensation and benefits package comprise of a salary (commensurable to the position, candidate's experience and qualifications) plus annual bonus, medical insurance and other fringe benefits.
